I wouldn't say your ISP is the problem, but you might have been randomly assigned an IP address that Steam has previously blocked/banned. There are two ways you can deal with it: 1) contact Steam and explain your problem and ask if they are able to check to see if your IP is blocked and, if it is blocked, can the remove the block.
2) contact your ISP and ask if they can force your modem to receive a different IP address. Some ISPs can/will do this, but some either won't or can't. If they aren't able or willing to make that change for you, you can force the change by swapping your modem.
This works because when the modem MAC address changes, the new one will be virtually guaranteed to receive a different IP address. Source of my recommendation: I worked for a cable ISP for over 5 years, most of it in their Tier 3 tech support. A MAC address is unique to each individual modem. Changing your modem will always change your MAC address. When you contact Steam, make sure to include both your current IP address and the MAC address on your modem - IF they are blocking, they could be blocking either by IP or MAC. There may be more than one MAC address on the label, so the one you want to use should be labeled 'RF MAC'. If there isn't one labeled RF, take a picture of the label on your modem, put it on imgur and post it here, and I will let you know which one is the important one.
EDIT: there is no way that the ISP could or would know if an IP address or MAC address is being blocked by a service that they don't control, so if Steam says you're not blocked or that there is nothing they can do for you, all you need to tell your ISP is that you want a new modem. If your ISP has locations near you that you can go to to swap equipment, doing that will be much faster than calling them.

I'm not entirely sure if I'm right, but wouldn't changing my MAC address bypass this from what I understand? To do this I downloaded this Technitium MAC Address changing program, but I was just wondering if anyone knows if it is a safe program to use, and if there could be any complications whatsoever from changing my MAC address to a random one.
